Did you know that millions of people across Europe, including Greece, are affected by statelessness? Statelessness means having no nationality, which denies individuals many of their fundamental rights, such as access to education, healthcare, and legal protection.
To tackle this issue and raise awareness, the Greek Council for Refugees (GCR), in cooperation with the European Network on Statelessness, have developed the Statelessness Index across 32 countries.

This tool assesses the legislation, policies, and practices of European countries regarding the protection of stateless persons and the prevention or reduction of statelessness, measured against international standards and good practices.
In Greece, the Statelessness Index, updated yearly by GCR, focuses on critical issues, such as:
-
- International and national legislation
-
- Statistics about the stateless population
-
- The procedure for determining statelessness and related guarantees
-
- Detention of stateless persons
-
- Legal provisions, administrative procedures, and good practices that help prevent or reduce statelessness

Together, these efforts are creating a roadmap to protect the rights of stateless individuals and remove barriers to their inclusion.
